What is a bill of quantities and do I need one?

It is a measured schedule of everything the project requires, quantified from the drawings and specification so contractors price the same scope rather than their own interpretation of it. For anything beyond a small straightforward job it is worth having. It gives you comparable tenders, a basis for valuing change later, and a document that keeps everyone honest once work starts.

When in the project should this happen?

Once planning is secured and the design is developed enough to measure properly. Going out to tender on incomplete information is the most reliable way to get prices that fall apart later. If the design is not there yet, a cost plan is the right tool for the moment, and the bill follows once the drawings are.

How do you decide who to invite?

On judgement rather than a list. We tender in this market ourselves, so we know who does good work in each package, who is likely to have capacity, and who prices keenly without cutting corners they cannot afford. We agree the list with you before anything goes out.

How do you compare the returns?

Properly, and on a like for like basis. Every return is checked against the bill, with qualifications, exclusions and assumptions pulled out and normalised so you are comparing the same thing. The cheapest headline figure is often not the cheapest job, and the difference usually sits in what somebody has quietly left out.

Can you carry on once the contractor is appointed?

Yes. The bill becomes the basis for valuations and for pricing change, so it makes sense to keep it in the hands of whoever measured it. We can continue as quantity surveyor or contracts manager through delivery, or step back once the contract is signed, whichever suits you.
